Chief challenges board over use of pepper spray

Alberta’s police watchdog has overstepped its jurisdiction by limiting the use of pepper spray and could be headed for a showdown with law enforcement officials across the province, says Edmonton Police Chief John Lindsay.
He roundly criticized the law enforcement review board Wednesday for its recent ruling, saying the tribunal is prescribing policy rather than sticking to its disciplinary mandate.
