Putting a face on this issue will illustrate why it is in the best interests, not only of the general public, but of any police officer committed to professional credibility, to create an accessible, transparent and meaningful complaints system, independent of those being investigated.

The news out of the inaugural meeting of the Canadian Professional Police Association in Edmonton last week is that this latest police lobby group wants to see a “Police Officers Bill of Rights” enacted to shield officers from what they consider to be “frivolous” complaints about their conduct. Members of the group allege that “organized crime” makes complaints against individual officers to delay and derail investigations, with the result that the alleged criminals can carry on their business for a while longer.
