Watchdog upholds investigator of stakeout: Provincial law allows chief to handle probe

EDMONTON - Edmonton’s police chief is ultimately responsible for investigating the actions of his own officers in a drunk-driving stakeout operation, says the city police commission’s public complaints monitor.
In an analysis of the law governing the investigation, Larry Jackson determined that a complaint of police misconduct was rightfully referred to Chief Fred Rayner and Rayner is responsible for ensuring the incident is investigated — apparently by whoever he sees fit.
