Woman was ‘scared’ by officer, she tells hearing

EDMONTON – A Filipina woman who owed an employee more than $1,000 wasn’t sure what to think when the woman approached her, demanding the cash and accompanied by a police officer.
“He was not dressed in uniform,” Jenny Morris said this morning during an internal police hearing.
“For me, the police service is very broad, so I was not sure if he was an undercover detective or … a special agent. When the police are involved, there should be a violent act involved. … I got scared.”
Const. Douglas West, a 28-year veteran of the Edmonton police service, is alleged to have misused his position to collect a debt from Morris on behalf of another woman, Mary Fongafong, while off duty.
He faces one internal charge of discreditable conduct in connection with the March 2006 allegation.
No allegations against West have been proven. Supt. Mark Logar, presiding over the hearing as judge, is scheduled to hear more evidence this afternoon.
The disciplinary issue is a second for the officer in three years. In March 2006, he pleaded guilty in provincial court to careless storage of firearms.
