A 77-year-old man, physically disabled by cancer, claims police were abusive and discourteous when they arrested and jailed him in August 1989.
Herman Kirchmeir was appealing his case Friday before the Law Enforcement Review Board, following a police internal affairs review last year of his complaint. The board reserved its decision.
